Saigon-RDC Company Limited was incorporated in 1995 as a Joint Venture Company, making it one of Vietnam’s earliest ready-mixed concrete companies with foreign invested capital. Through an acquisition in 2011 by Japan’s largest cement manufacturer, the Taiheiyo Cement Corporation, we have emerged to become the leading producer of superior quality concrete for both small and large construction ventures, for both residential and non-residential projects, and for major infrastructure applications that span HCMC and its outlying provinces.
Alongside Vietnam’s increasingly fast paced and continuously evolving market demands, we’ve maintained a progressive approach to our business strategy, implementing practices that strengthens our existing position and value to our stakeholders and partners, while chartering exciting new opportunities for growth.

A pillar of sustainabilty, environmentalism and innovation that echoes throughout its Group of companies.
The Taiheiyo Cement Corporation, Japan, is a global industry leader that has been providing world-class cement, mineral resources, environmental and construction materials, and various other businesses since its establishment in 1881.
With over 13,000 employees, Taiheiyo Cement Group has operations in over 10 countries worldwide, including nine production plants in Japan, three in the U.S., three in China, one in Vietnam, one in The Philippines, and one in Papua New Guinea.
Taiheiyo Cement is also the parent company of Nghi Son Cement, the largest cement company in Vietnam and from which Saigon-RDC secures 100% of its cement to ensure stability, quality and cost of raw materials for the production of its concrete.
As with Saigon-RDC, Taiheiyo Cement is deeply committed to environmental protection and applies innovative technologies and business practices that work to reduce, recycle and reuse large volumes of waste material and by-products.

Our Board of Directors
Saigon-RDC’s Board of Directors comprise of 4 Members, each of whom share in a unified commitment to conducting its business with utmost transparency and integrity, ensuring all suppliers behave in accordance with principles relating to human rights, labor issues, the environment, and anti-bribery and corruption.
Ultimately, the Members oversee a governing policy that ensures Saigon-RDC remains focused on its path to long-term sustainable value creation for its stakeholders.

Michael Williams
General Director
With a career spanning over 30 years, Michael Williams has invested 20 of those years in helping to build a professional world-class concrete industry in Vietnam.
Since 1981 Michael Williams has worked for the RDC Group in Singapore, holding several senior management positions, including Manager for Business Development, Senior Manager for Special Projects, General Manager of Operations, and General Manager of Overseas Operations.
In 1993, Michael was sent to Vietnam to develop businesses for the RDC group, beginning in Hai Phong with the start of Asphalt Distribution Company (ADCO). He continued to expand RDC businesses throughout Vietnam along its coastal borders. Subsequently, in 1997, Michael was appointed as the CEO of another Subsidiary of RDC Group known as Mega Stone Company to develop the bricks and Terracotta tiles business. In 1999, he was appointed to be the General Director/CEO of Saigon RDC and in 2004, he acquired the company with a number of venture capitalists. In 2011, Michael sold the company to Taiheiyo Cement Company and was appointed by them to serve as Saigon-RDC’s General Director/CEO until present.
Between the year 2000, Michael held various positions in the Singapore Business Group and stepped down in 2016 as Vice President of the Singapore Business Group (Ho Chi Minh Chapter).
In 2002, Michael was bestowed the prestigious National Productivity Award by the late President of Singapore, H.E. Mr S.R. Nathan, for spearheading an innovative non-pollutive concrete production system called “Project Dolphin”.
Michael earned a Bachelor of Science degree from Oklahoma City University and holds separate Diplomas in Marketing and Business Administration from the Management Institute of Singapore and the Association of Business Executives respectively.
DID YOU KNOW?
Having been involved with the Mass Rapid Transit (MRT) projects in Singapore, Michael was eager to extend his experience and expertise to the construction of HCMC’s Metro Line. Following his proposal to introduce special rounded aggregates produced from a vertical shaft impactor, an unknown innovation in Vietnam at the time, Saigon-RDC was appointed as the preferred supplier and major supplier for Package 2, 1B, and currently 1A, of the massive Ben Thanh – Suoi Tien Metro Line.
Our Technical Advisor

Dr Tran Van Mien
Technical Advisor
Dr Tran Van Mien’s expertise in the ready mixed concrete industry spans over 10 years. As a leading specialist in his field, Dr Mien has served as a technical consultant for numerous large-scale projects in HCMC, including the iconic Landmark 81 and Vinhomes Golden River developments.
After earning a Bachelor of Engineering in 2002 at the HCMC University of Technology, with a major in civil engineering and construction materials, he went on to earn his masters in 2004 at the same university, and in 2008 he earned his doctorate at the Chulalongkorn University in Thailand. In 2014, Dr Mien attained the title of Associate Professor.
Dr Mien’s research field includes cement chemistry, high performance concrete, modeling of concrete performance and the durability of concrete under aggressive media, as well as the corrosion and prevention of corrosion in reinforced concrete. His in-depth study in the field of construction materials has resulted in the successful completion of numerous research projects, including investigations into basalt fiber reinforced high strength concrete use for impacted concrete structures, the influence of material factors on chloride diffusion coefficient of concrete, the model durability and method to increase the durability of reinforced concrete structures used in marine, the utilization of slag to produce green construction materials, the study of chloride binding capacity of various cement types and the investigation of electrochemical chloride extraction to increase durability of reinforced concrete.
In addition to participating as a speaker at both national and international conferences, Dr Mien has published a number of papers for both international and national journals, including for IES Journal, Computers and Concrete, ASEAN Engineering Journal and the Construction Journal. His work was also published as a book by the National University of HCMC in 2010, entitled “Corrosion and Corrosion Prevention of Reinforced Concrete” (in Vietnamese).
Since 2015, Dr Mien continues to serve as Head of the Department of Construction Materials, part of the Faculty of Engineering at the HCMC University of Technology.
